Ban order says Al-Manar supports, advocates and calls for the use of violence
Brussels, 24 November 2008. The European Foundation for Democracy (EFD) applauds the German Federal Ministry of the Interior for issuing a German-wide ban of the operations of Al-Manar TV, the satellite channel of the Iranian-funded terrorist organization, Hezbollah.
"We commend Interior Minister Wolfgang Schäuble for doing what is right for Germany and for taking a leadership role in standing up against terrorism, no matter how it presents itself," said Roberta Bonazzi, Executive Director of the European Foundation for Democracy.
"We encourage the German government, the European Union and other European governments to work together to ensure that the transmission of Al-Manar TV is immediately stopped across Europe," said Alexander Ritzmann, EFD's Senior Terrorism Analyst. "This would be a crucial step in stemming the increase in radicalism in Europe."
Al-Manar TV continues to be freely available in Europe via the Egyptian satellite provider Nilesat and the Saudi majority-owned satellite provider Arabsat. "EFD calls on Arabsat and Nilesat to drop the channel from their offerings. Al-Manar TV clearly is not welcome in Germany and violates Germany's constitution and its criminal laws," said Bonazzi.
According to the ban order, issued on 11 November by the German Federal Minister of the Interior Wolfgang Schäuble, the "purpose and activity of Al-Manar TV is to support, advocate and call for the use of violence as a means to achieving political and religious aims." The ban order also says, "the activity of Al-Manar TVimpairs and threatens the peaceful coexistence between Germans and foreigners and between different foreign communities in Germany." It also threatens "public security and order and further significant interests of the Federal Republic of Germany," the order says.
The ban also confirms that because Al-Manar TV incites hate and violence it is not protected by the right to freedom of expression.
Alexander Ritzmann further stated that "Al-Manar TV is owned and run by the Iranian-funded terrorist group Hezbollah, which has perpetrated numerous terrorist attacks, including in Germany, France, the United Kingdom and Argentina." Hezbollah is listed as a terrorist organisation by the United States, the Netherlands, the United Kingdom and Israel.
The ban order also describes Al-Manar TV as disseminating "calls for "martyrdom" through suicide bombings" and lists Al-Manar TV's use of verses in the Quran to justify and promote violence. It characterizes Al-Manar TV's progammes as "inciting hatred" and broadcasting "aggressive hate and agitation propaganda against members of the Jewish faith, the state of Israel and the United States."
According to the order, the ban of Al-Manar TV is required because "the operations of Al-Manar TV violate German criminal laws and the principle of international understanding."
Bonazzi continued, "Germany has set an important example for others. We encourage all European countries to follow in Germany's footsteps and recognize the threat posed by violent and terrorist propaganda even when it hides behind the facade of media."
Bonazzi also said, "Hezbollah's Al-Manar TV and Hamas's Al-Aqsa TV programming are particularly disturbing because of the programmes they broadcast aimed at radicalizing children at a young age. Every mother should welcome Germany's principled step." Al-Aqsa is owned by Hamas, the Palestinian group listed by the European Union as a terrorist organization. It is broadcast on Arabsat and on Atlantic Bird, a satellite owned by the French company Eutelsat.
Al-Manar TV broadcasts news and programs aimed at spreading violent ideologies, Jihadism, indoctrinating young children with hate, inciting terrorism and glorifying suicide bombers, spreading viciously anti-Semitic propaganda, and calling for attacks against Western targets. Al-Manar TV reaches between 10-15 million viewers daily and is used by Hezbollah to recruit terrorists and reportedly is used communicate with sleeper cells around the globe.
Al-Manar TV was removed from all European satellites in 2004 and 2005 when it was found to violate European and national audiovisual directives. EFD, one of the founding members of the Coalition Against Terrorist Media (CATM), has focused its efforts on the fight against terrorist media in Europe and in the Middle East, raising awareness of the threat posed by terrorist controlled - and funded - media outlets, which serve as a tool to incite violence and recruit terrorists.

Al-Manar TV ruft laut Verbotsverfügung zur Gewaltanwendung auf
Brüssel, 24. November 2008. Die European Foundation for Democracy (EFD) begrüßt ausdrücklich, dass das Bundesministerium des Inneren (BMI) ein deutschlandweites Verbot der Tätigkeiten von Al-Manar TV, dem Satellitensender der vom Iran finanzierten Terrororganisation Hisbollah, ausgesprochen hat.
„Wir gratulieren dem Bundesminister des Inneren, Dr. Wolfgang Schäuble, für seine Handeln im Interesse Deutschlands und seiner Sicherheit und für das Einnehmen einer Vorbildfunktion im Kampf gegen den Terrorismus, sagte Roberta Bonazzi, Executive Director der European Foundation for Democracy.
„Wir ermutigen die deutsche Bundesregierung, die Europäische Union und andere Europäische Regierungen zusammenzuarbeiten um sicherzustellen, dass die Übertragung von Al-Manar TV in Europa unverzüglich gestoppt wird,“ sagte Alexander Ritzmann, EFDs Terrorismus-Analyst. „Dies wäre ein wichtiger Schritt um der Radikalisierung von Muslimen in Europa entgegenzuwirken.“
Al-Manar TV kann weiter frei in Europa empfangen werden, durch die Ausstrahlung des in ägyptischen Staatsbesitz befindlichen Satellitenanbieter Nilesat und des im Mehrheitsbesitz des saudi-arabischen Staates befindlichen Satellitenanbieters Arabsat. „EFD ruft Nilesat und Arabsat auf, Al-Manar TV aus ihrem Angebot zu nehmen. Al-Manar TV ist eindeutig nicht willkommen in Deutschland und verletzt Deutschlands Verfassung und die deutschen Strafgesetze,“ sagte Bonazzi.
„Zweck und Tätigkeit von Al-Manar TV unterstützen, befürworten und rufen Gewaltanwendung als Mittel der Durchsetzung politischer und religiöser Belange hervor,“ dies stellt die Verbotsverfügung vom 11. November durch den Bundesminster des Inneren, Dr Wolfgang Schäuble, fest. Die Verbotsverfügung fügt hinzu, „zudem beeinträchtigt und gefährdet die Tätigkeit von Al-Manar TV das friedliche Zusammenleben von Deutschen und Ausländern und von verschiedenen Ausländergruppen im Bundesgebiet, die öffentliche Sicherheit und Ordnung und sonstige erhebliche Interessen der Bundesrepublik Deutschland.“
Die Verbotsverfügung bestätigt auch, dass der Sendeinhalt von Al-Manar TV nicht durch das Grundrecht der Meinungsfreiheit geschützt ist.
Alexander Ritzmann, EFDs Terrorismus-Analyst, erläutert: „Al-Manar TV ist im Besitz der Hisbollah, welche für zahlreiche Terroranschläge verantwortlich ist, unter anderem auch in Deutschland, Frankreich, Großbritannien und Argentinien.“ Hisbollah steht auf der Terrorliste der USA, Niederlande, Großbritannien und Israel.
Die Verbotsverfügung beschreibt Al-Manar TV als ein TV-Sender in dem „zum Märtyrertod durch Selbstmordanschläge aufgerufen wird“ und führt Al-Manar TVs Verwendung von Suren im Koran um Gewalt zu rechtfertigen und zu fördern auf. Die Verfügung charakterisiert Al-Manar TVs Programminhalte als „volksverhetzend“ und geleitet von „aggressivster Hass- und Hetzpropaganda gegen Angehörige des jüdischen Glaubens, den Staat Israel sowie die USA.“
Laut der Verbotsverfügung ist das Verbot von Al-Manar TV erforderlich, da „die Tätigkeit des Fernsehsenders Al-Manar TV, der auch in Deutschland zu empfangen ist, den Strafgesetzen zuwider läuft und sich gegen den Gedanken der Völkerverständigung richtet.“
Bonazzi fährt fort: „Deutschland hat ein wichtiges Beispiel für andere Staaten gesetzt. Wir ermutigen alle europäischen Staaten diesem Beispiel zu folgen und die Bedrohung durch gewaltauffordernde und terroristische Propaganda, auch wenn sie sich hinter der Fassade von Fernsehsender verbirgt, entgegenzutreten.“
Frau Bonazzi fügte hinzu, „Hisbollahs Al-Manar TV sowie Hamas Al-Aqsa TV sind besonders beunruhigend, da sie Ihre Programme gezielt auf die Radikalisierung von Kindern im jungen Alter ausrichten. Eltern sollten Deutschlands Schritt willkommen heißen.“ Al-Aqsa TV ist im Besitz der palästinensischen Terrororganisation Hamas, welche von der Europäischen Union auf ihrer Liste der Terrororganisationen geführt wird. Al-Aqsa TV ist in Europa durch Arabsat und durch den Satelliten Atlantic Bird 4, welcher dem französischen Satellitenanbieter Eutelsat gehört, empfangbar.
Al-Manar TV sendet Nachrichten und Programme mit dem Ziel gewaltätige Ideologien, Dschihadismus und Hasspropaganda zu verbreiten, sowie zum Terrorismus aufzustacheln und Selbstmordanschläge zu verherrlichen, und perfide antisemitische Hetze zu propagieren sowie zu Anschläge gegen westliche Ziele aufzurufen. Al-Manar TV erreicht zwischen 10-15 Millionen Zuschauer täglich und wird von Hisbollah benutzt, um Terroristen zu rekrutieren, und Berichten zufolge auch um mit Schläferzellen auf der gesamten Welt zu kommunizieren.
Al-Manar TV wird seit 2004 und 2005 nicht mehr von europäischen Satellitenanbietern übertragen, als Al-Manar TV in Verletzung von europäischen und nationalen audiovisuellen Direktiven befunden wurde. EFD, ein Gründungsmitglied der Coalition Against Terrorist Media (CATM) engagiert sich in der Abwehr von terroristischen Medien in Europa und im Nahen Osten, und versucht das Bewusstsein für die Bedrohung durch Medienanstalten, welche von Terrororganisationen kontrolliert und finanziert werden um zu Gewalt aufzustacheln und Terroristen zu rekrutieren, zu verbessern.

La European Foundation for Democracy (EFD) si congratula con la Germania per la messa al bando di Al- Manar TV, canale satellitare di Hezbollah
Bruxelles, 25 Novembre 2008. La European Foundation for Democracy (EFD) accoglie in modo positivo la decisione del Ministero Federale degli Interni Tedesco di oscurare Al-Manar TV, il canale satellitare di Hezbollah, l’organizzazione terroristica libanese sciita.
“Ci congratuliamo con il Ministro degli Interni per aver assunto un ruolo di leadership nella lotta contro la minaccia terroristica, in qualsiasi forma essa si presenti†– ha dichiarato Roberta Bonazzi, direttore esecutivo della European Foundation for Democracy.
“Esortiamo il governo Tedesco, l’Unione Europea e gli altri governi Europei a lavorare insieme affinchè Al-Manar non venga più trasmessa in tutta l’Europa†– ha affermato Alexander Ritzmann, Senior Terrorism Analyst presso EFD. “Questo sarebbe un passo fondamentale nella lotta contro l’avanzata del radicalismo in Europaâ€.
Secondo il divieto emanato l’11 Novembre dal Ministro Federale degli Interni Tedesco, Wolfgang Schäuble, “le attività e gli obiettivi di Al-Manar mirano a difendere, sostenere e promuovere l’uso della violenza come mezzo per raggiungere obiettivi politici e religiosiâ€. L’ordine di messa al bando precisa come “con la propria attività , Al-Manar comprometta e minacci la pacifica coesistenza tra tedeschi e stranieri e tra le diverse comunita’ risiedenti in Germaniaâ€. Essa porrebbe anche una minaccia a “l’ordine e alla sicurezza pubblica, insieme ad altri interessi vitali della Repubblica Federale Tedescaâ€.
Il divieto informa inoltre come, a causa dell’ incitamento all’odio e alla violenza dei suoi programmi, Al-Manar non sia in alcun modo protetta dal diritto alla libertà di espressione.
Alexander Ritzmann ricorda che “Al-Manar TV è gestita da Hezbollah, un gruppo terrorista finanziato dall’Iran, responsabile di numerosi attentati terroristici, alcuni dei quali anche in Germania, Francia, Regno Unito e Argentina ed è considerata un’organizzazione terroristica dagli Stati Uniti, Olanda, Regno Unito e Israele.â€
L’ordinanza tedesca descrive come Al-Manar TV “inciti al martirio e a commettere attentati suicidi†e cita l’uso da parte di Al-Manar TV di versi del Corano al fine di giustificare e promuovere l’uso della violenza. Secondo il Ministero degli Interni, il divieto di trasmissione si e’ reso necessario in quanto “le operazioni di Al-Manar TV violano la legge penale tedesca ed il principio d’intesa internazionaleâ€.
Al-Manar TV trasmette notizie e programmi finalizzati alla diffusione di ideologie violente e dello Jihadismo, all’indottrinamento dei bambini, all’incitamento al terrorismo, alla glorificazione degli attentati suicidi, alla propaganda anti-Semita e alla sollecitazione a commettere attentati contro obiettivi occidentali. Al-Manar TV raggiunge all’incirca 10-15 milioni di telespettatori ogni giorno ed è utilizzata da Hezbollah per reclutare terroristi e, secondo alcune fonti, anche per comunicare con cellule terroristiche dormienti sparse nel mondo.
Al-Manar TV è stata bandita da tutti i satelli europei tra il 2004 e il 2005, poichè essa violava le legislazioni sia nazionali che europee in materia di servizi audiovisivi. La EFD, uno dei membri fondatori dellaCoalizione contro il Terrorismo nei Media, ha concentrato i suoi sforzi nella lotta contro i media terroristici in Europa e nel Medio Oriente.
